There are several issues that can cause this. (1) Fuel Pump which is located on the sending unit in the case tank. (2) debris in the gas tank causing causing the debris to wrap around the boot or the sock (3) clogged catalytic converter (4) misfire of a plug or simply a bad plug (4) speed sensor (TCM) (5) bad air filter

Fuel Pump Assembly from a wreck ($60) plus install or new about $350 installed, cleaning of the gas tank ($90) or new gas tank $300 installed or used gas tank from wrecker ($125), plugs ($90 plus install), TCM speed sensor $250 installed (dealer only) and bad air filter ($20 easy install)

What could cause 2004 Ford Focus to suddenly quit as described below?

Bad connection at battery cable ends, bad alternator. Low voltage can make entire system go dead. Test battery and check all main cable and ground connections. Yes this can happen while driving down the road.

Sounds like you have a bad bcm as far as the lights ! The running rough and the cel flashing indicates a misfire condition ! Check your plug wires and see if a critter hasnt chewed a wire !

Could be cam sensor, crank sensor, PCM going bad. On these newer vehicles with all the electronics it is hard to pinpoint what it is till the check engine light does come on for it. I would suspect one of the 3 going bad though.

Pressure buildup in the gas tank which causes the car to sputter and die unexpectedly.

I have never seen or heard such thing. You have a different problem. Is the "check engine light on?" Gas tanks have pressure in them on regular bases and I have never seen car sputtering because of a pressure in the gas tank.
