At a guess, I would say your phine line is either dead, or you have the line connected in to the incorrect socket. The phone line needs to be plugged into the socket that has an 'L' next to it. Check this first. If this is plugged in, check the line to the wall socket to make sure it is plugged in. If all this is good, press the hook button on the front of the unit, if it has one. You should hear a dial tone. If there is no hook button, get a phone and plug it in, if there is no dial tone, get a telephone tech in to check your line. If there is dial tone and you still can't fax. the unit has a faulty modem and will need to be replaced.
Being it a HP ink jet, should this be the case. throw it out and buy a new printer as the printer cannot be fixed because HP do not supply spare parts for their inkjet printers.
Make sure phone line goes to correct socket into fax ie into line not phone or ext. sockets.
Off hook means receiver is lifted from cradle, should vanish when you put phone down.
Connect normal phone to same place you are trying to plug fax into I bet it is engaged too, if so it because you have a phone line problem, call carrier.
