Ok what may have happened is that your cd drive may have quit on you. try pushing in on the cd drive to make sure that the whole drive is in the laptop all the way becasue it is an ide drive it may be loose if any of the screws are loose or missing on the bottom of the laptop.
and also check your device manager in windows to make sure the drivers are present.If none of this help you may need to replace the drive.If so here are dell's insrtuctions on how to do that.

hope this helps. you can buy a new cd drive on ebay if you need one.
