You have to be in your administrator account. Go to control panel, click user accounts. Log on as Administrator. Delete all your temporary files from your Temp Folder located in C:\Documents and Settings\your My Document Name\Local Settings\Temp Folder. When done deleting your files inside Temp Folder, download exe programs again.
