If you can reach inside the computer and rub the battery contacts gently to remove the corrosion ,which is invisible , this will help greatly. Sometimes even a new battery will suffer the same. Clean the battery contacts also turn off the laptop and charge it fully do this on a regular basis. Say once every 2 months

Remove the battery from the computer. Confirm the battery contacts are free of any foreign material that may prevent charging. Reinsert the battery into the computer. Verify that the AC adapter cord is properly connected and plugged directly into a known working AC power outlet.
NOTE: If the battery charges correctly when the AC adapter is plugged directly into an AC power outlet, but not when plugged into a power strip or surge protector, the problem is with the power strip or surge protector and not the computer battery or AC adapter.
Verify the correct AC adapter is being used. Ensure the AC adapter box power light is on. This will be an illuminated green light. If the AC adapter power light is not on, the AC adapter and power cord will need to be replaced. Verify the charging indicator is illuminated on the computer. If the issue still exists, install a different compatible HP battery, if available.
NOTE: If a replacement battery charges and operates correctly, the problem is with the first battery.
If neither the original nor a replacement battery charges, service may be required for the computer.
The problem is with the AC adapter itself and is a very common problem with Dell AC adapters. My suggestion would be to get an aftermarket AC adapter that can be purchased on eBay as the Dell adapter is around 100.00. You can pick up an aftermarket one on eBay for around 20.00. The problem is a resistor inside the AC adapter that senses when a Dell branded adapter is inserted. What happens is that the resistor will get damaged and since it doesn't recognize the charger as a Dell branded one anymore it won't charge. However it will still run the laptop as long as it's connected. A lot of aftermarket AC adapters bypass this function and work perfectly fine.
try removing the battery and switch on your notebook using the ac adapter only if it works then i think you need a replacement for the battery or you can try to power cycle your notebook i hope it applies to hp notebooks coz it works all the time with dell vostro. to power cycle: unplug/remove ac adapter, battery, usb devices (mp3, ipod, printers, etc) optical drive, network cable then press and hold the power button not less than 10 seconds then put everything back except for the usb devices and network cable if it works then you can plug everything back again.
The light indicator for the battery is; green-charging, yellow-battery failure, and red-charging system failure. The charging system failure happens when the power management chip fails. The pm chip regulates and controls the power input & usage, allows the machine to switch from AC to battery, and cotrols the charging. This will also cause the problem with the power button not workin or being hard to start. Unfortunately, the motherboard will have to be replaced in order to fix this.
what kind of dell model? it could be badcapacitors on the mobo. it's. common. have seen and fixed it numerous times. crank that puppy open and bust out the multi meter and get to testing. after that a 25- 30 watt soldering iron will be ur best friend
