Take it back to place of purchace.
We get these all the time if its the cheap bent sharft with starter between shaft and motor. the easy start spring gets jammed and needs replacing.

Pope whipper snipper starter cord problem


The first thing you need to do is take the recoil cover off. There are several parts to a recoil and one or more parts may be worn and coming out of place then jamming.Replace worn parts if this is the case. If the cord pulls freely when removed then you may have a problem in the engine, try turning the flywheel by hand with the spark plug out. If it does not rotate there is something inside the cylinder or broken in the crankcase. If it is a 4 stroke engine you may have fluid above the piston,you will find this out when you remove the spark plug. drain the fluid from the cylinder and replace the plug you will be good to go. This Homelite gas trimmer runs on a 50:1 mix of unleaded automobile gasoline and two-cycle engine oil. That is equivalent to 2.6 fluid ounces (80 ml.) of oil to one gallon of gasoline or 4 tsp. (20 ml.) of oil per quart of gas, or 2 tsp. (10 ml.) of oil per pint of gas. Don't use automotive motor oil or two-cycle outboard motor oil in your Homelite gas trimmer; they contain additives detrimental to trimmer performance. Use mixed fuel within 30 days.

What is the correct fuel oil mix for a homelite whipper snipper


I believe Homelite calls for 40:1 (2.6oz. oil to 1gal gas) mixture, but if you are using a good current brand name two cycle oil, 50:1 (3.2 oz. oil to 1 gal gas) would be safe also.

Homelite whipper snipper is hard to start and its new petrol mix is correct


I took mine back to Bunnings and the guy there said they had a number with this problem and have found that priming the bulb 20 times not 10 as per the manual, is the fix.

It certainly fixed mine
