Tapes do brake, at the end of the day they are mechanical devices.
Just throw it away and buy another one.
But it can be reformatted or checked using IBM utilities from the atape drivers in case you still want it (ITDT or tapeutil)
You will need to contact IBM support and after providing proper I.D. verification , they should be able to give you a password which you will be able to use. Due to security issues with stored info, you will have to provide the proper ID info as the original purchaser. Best Wishes
The manual is online with IBM.
Chapter 8 explains the error codes and 9F (mean Error code) means Rotation range out of specification 08 9sub error code) means error during rotation initialisation, get range failed.
Then the manual says: "Isolating a library controller card versus accessor enclosure problem" on page 7-11
But I guess you better look it up yourself. If you don't have any parts, you have to contact IBM.
