Can I use FTP to run a streaming webcam?

No. FTP is not fast enough (in most cases) to upload more than about one frame per second max. In some cases you can expect no better than one frame every 10 to 15 seconds. I have one webcam, using satellite Internet, that has difficulty achieving one frame every 2 minutes.
