You should have all the inks to make the printer work. If any of the cartridge is low on ink you can still manage to work. But completely empty will not work.
Turn the printer on, when time is displayed press the setup button. Press the up/down arrow buttons to get to "5. replace Cartridge" and then press OK. Open the scanner unit and lift the lid off the ink carriage unit. Remove the empty cartridge and fit the new one. Make sure the cartridge and carriage cover click down into place, close scanner unit and press OK. I had that same problem with my CX5800F. I tried it in several working outlets and shut down/started up many times. Tech support couldn't figure it out so they had me sent it back for a replacement. Several days later, before I packaged it up for shipment, I decided to test it out one more time, and it powered on! I sent for a replacement anyways. Since it's still under the 1-warranty, I'd suggest sending it back for a new one if all else fails. Good luck!
I had a similar problem, the scanner bar was stuck to the far left side. Here's how I fixed it:
1)Unplug the printer, disconnect any cables/phone lines to it.
2)Lift up the entire scanner bed housing(you will see the printer ink cartridges).
3)Locate the access patch (approx 1 cm x 1 cm square) along the left edge of the scanner bed housing(this is the side that closes in, next to the keypad buttons).
4)Using a small knife blade, peel off the patch from the corners and edges(it's sticky. Save it, you can stick it back over the hole when you're done).
5)Stick a pen through the access hole, and push the scanner bar to the right, approximately 2-3 inches.
6)Now, close the scanner housing, plug in the printer, and power it on.
It should reset and re-calibrate the scanner bar. If it doesn't, repeat steps 5) and 6) a couple times, until the printer correctly performs calibration. Then, you can put the sticky patch back over the hole, and you're ready to go. Hope this helps!
CX4800 is an all-in-one printer copier, scanner, printer at one. It's unfortunate that CX4800 doesn't have any fax capabilities. Epson has variety of All-in-one printers that has fax function such as CX9400F, CX9475F, CX5800F and CX7000F.

The scanner cover is on one set of hinges. Below the scanner bed, you can lift the front edge and the scanner bed will lift up on another set of hinges. Do not attempt to manually position the ink cartridge holder to replace individual cartridges, but follow the instructions from the print dialogue box, under Epson Printer Utility and Epson StatusMonitor.
