Double check you have the latest version of iTunes downloaded from the
Apple site. Sometimes the drivers get corrupted. Also make sure you are
using a USB port directly on the back of the PC (ie, not a Hub or
extension of any type).
Last resort is to put the ipod into disk mode
(press and hold the Menu and Select buttons until the screen goes black
then press the Play and Select buttons till it says ok to disconnect (a
bit of a miss direction)) then connect it to the pc. The iTunes should then see it and you can then do a restore of the device to reset it.

you will have to restore your ipod to factory default settings in itunes.

You will need to put the itouch in DFU/Recovery mode to get it to connect.

Plug the
usb cable into the Ipod and NOT into the computer.
Hold the
Home Button down for 5 second (do not release it)
Then
Press and hold the Power Button for approx 10 secs (count them out)
Your iPod
will reboot.
Release
the power button and continue holding the Home button for an additional 27secs.
You may
see the screen go blank or not.
Plug the
USB end into the computer with itunes open.
Your ipod
will mount in recovery mode.
Restore
it and Your all set.

Is your ipod nano fully charged? and your installed iTunes the latest version?
Please make sure it is charged, and the new iTunes is downloaded and installed from here please do the following steps:
Connect ipod nano to PC. Make sure iTunes is already open prior to connecting it.
If this is the first time you are connecting then your PC will automatically install Apple Mobile Device Driver.
Once installation of the driver is complete, you should see the ipod nano logo appear within iTunes very soon. and start using it.
