We have the same problem. I called Playstation Consumer/Technical support at (1-800-345-SONY) and they had me give them the serial/model number off the back of my console. Per the technician they are aware of a problem with the dual layered GHWT not playing on the PS2. They are sending me a form to return my console to them and are going to replace it with a new unit free of charge. My console is about 1 yr old. Apparently the more recently mfg. consoles with play the game.

The reason is that the disc is multilayered because the game is so large and because most ps2's are by now 3+ years old the reading lens is dusty/dirty so cant read the 2nd layer of information so rejects it as a disc. this can be sorted by cleaning the lens with the special lens cleaning discs or some other cleansing agent. ask a local electronics store for help

SOURCE: Guitar Hero World Tour PS2
If you have old ps2(fat one) or some of the older slim models they are unable to read the new dual layer discs like GHWT. You can send your ps2 back to sony to reformat it to be able to read these new discs for about $50. There is currently a class action lawsuit against sony and activision for not being upfront about this problem.
