It could be a virus which corrupted that file, so check your antivirus program log and see whether it is mentioned there. Sometimes your antivirus program can kill it in suspect of a virus infected file too. If you can restore the file you can restore it as long as no specific virus is mentioned while antivirus program deleted that file. If it is not there in your recycle bin or antivirus program log, you may need to do a system restore back to the moment when the dll file is still there. Otherwise you will need to get that dll file from your windows disc or online (through a safe resource) and then restore it along with all the registry entry about it.. It is easier to do a system restore after you backup all the necessary data. Here is a link about some of the methods. http://pcsupport.about.com/od/findbyerrormessage/a/shell32-dll-not-found-missing-error.htm

Donald I think she didn't install a anti virus program. when I boot up the computer the only thing it will let me do is put in the password and the error message stilexist the O.S that is on this notebook is windows & starter. How should I go about getting the system up and running so I can try the solution you mentioned.
I'm sorry windows 7 starter. If I can get pass the error I will put a antivirus program when I get it runing again.
This asus acer aspire one model D257 doesn't have a disk drive to use a windows disk but it does have a usb port.
If the system is not booting, then you will need to boot it with a USB drive or perform a system restore at boot up. If there are some valuable data on the disk then it is better to boot with a USB drive. So hopefully you will see the local hard disk after booting and backup those files before you fix the Operating System. Otherwise you can use the quicker way of holding Alt key and tap F10 key continously while booting to get in to recovery screen. There you can try to perform a factory restore which restore your laptop to the Out-of-box status. All system file will be restored but all the files she put on there will be gone. To make a bootable USB drive with Windows 7, google how to make a bootable usb drive with windows 7, there will be a bunch of articles about that with the resource. You can actually install windows 7 on it with that USB drive without activating it then you can activate with the product key on a sticker somewhere on the surface of that laptop. But all the application on that laptop may need to be reinstalled if you install windows 7 from a USB stick. So best way is to boot with a windows 7 USB stick, (u may need to enable it in BIOS), copy over the files when you see the local hard disk, then factory restore it if you have all the product key and installation media of all the application she installed on there by herself (not from the laptop manufacturere). Let me know how it goes.
Thank's alot Donald, I will follow these directions and follow up with you to let you know how things are goin.
Sorry I did not see the screen so I am not sure whether you meant the windows password or the BIOS password. But I guess its the windows password. So the system starts but keeps popping out that error message before you do anything? Or only errors when you do certain things there? If you can open windows explorer, do a data backup and perform a system restore in windows. That may be quicker than the process I mentioned in the previous post.
Donald Thanks alot Man I took your advice and did a system restore back to factory settings and that fixed the proble thanks alot.

Reboot the system somehow by unplugging the power or etc.. and once it boots into windows, press the Windows Key + R on the keyboard simultaneously, and type in "msconfig" [without quotes] and click the "Startup" tab, then "Disable All", click "Ok" and then restart your computer. It should work fine, but you've disabled all the programs and applications that should start up, so now you need to enable them one by one, but which one? It's not very specific, so I would suggest you to first uninstall unnecessary programs (You can follow these instructions [vista only]). After you've remove the unwanted or unnecessary programs, open the Msconfig again by pressing Windows Key + R and then type in "msconfig", now enable some of the programs and restart your computer by clicking "Ok". If the system boots up again without any problem, again enable some more start programs from the msconfig and so on until you find out the culprit.
This program is actually a Tray icon startup application related to DVD player and the error happens when that particular program is having problem or when it's infected by virus or etc.... In your case, there are several issues involved and so I would strongly recommend you to run a full system scan with an updated antivirus program. Not only one antivirus program is recommended, but multiple antivirus, I don't mean to install multiple antivirus programs, but one after another and so on. There are many free antivirus program which are very effective, e.g. Avira Free, AVG Free, Avast Free. but don't ever install two or more antivirus programs at a time on a computer, that might bring another issue which would be hard to deal with.
