The shaft on the motor for rotating the brush is not moving. It is a Kenmore Whispertone 12 V Model 116 3521290.
I am suspicious of the Belt Protection system.
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. It sounds to me that you have a motor that is froze up and would be in need of some type of service, whether it be the fan(s) on the end of the motor, the carbon brushes are sticking and bound up, or the armature would be the last thing. Just be careful that the repair cost and labor do not exceed the cost of a new motor. The motor shaft should @ all times should spin freely. You have to take off the top of the power nozzel that has the light lense. There are two pressure locks,one on each side. Use a screw driver to release. You will see the screws.Take the two screws out and on some models, there are two pressure locks on the back of the nozzel. Again use the screw driver to release. The top should come right off.Hope this helps.

Turn the power nozzle over again, press the handle release and lower the handle to the floor.
