Re: How to change display size to full screen
First, there is a button on the monitor called the "DeGrauss" button. Push on that to clear your monitor of any defects. Then there is another button that "stretches" your screen on the vertical sides. Play with that button next until it is to your satisfaction.

Go to your control panel in the start menu. Search "Display" in the search box and then click Display when it appears. Then choose to expand things by 125% or 150% with "medium" or "large" respectively.
One way to adjust/set the default size (to get a larger font size) is through your Control Panel - Display - Settings window, where you can select a larger font.
If you are using a browser (e.g. Internet Explorer), there is way to increase (or decrease) the font size (displayed on the screen) using the "magnification" option at the bottom right corner of the screen. Simply click on the "magnifying glass" and increase/decrease the value, e.g. to 150% .
In Windows Vista, right-click on an empty spot on the desktop, choose Personalize, choose Display Settings, adjust the Resolution on the sliding bar. In XP it's similar except you choose Properties instead of Personalize. I don't have XP in front of me right now. :)
It is most likely that the game is unable to operate at the resolution that your screen is set at and is compensating by sizing the game window to the required size.
You might change you display resolution to a lower setting.

Go to Start->Control Panel->System->Hardware->Device Manager-> Display/Monitor. Select the monitor and uninstall it. The Go to Actions and select Scan foe new Hardware. Windows will automatically detect the hardware and install the driver for it. Save it and reboot into full screen windows.
Yes the TV could have changed your screen settings (probably to 640X480 resolution).
Go to the Control Panel, then click on Display, then the Settings TAB, then change the Screen Resolution to at least 1024X768 pixels or higher to suit your requirements.
NOTE :- The higher the resolution the smaller Icons and text will be displayed also a lower color quality display ie the best is 32 bit color.
When you formatted the hard disk of the laptop, the appropriate drivers were also erased. It is therefore necessary to reinstall the drivers and specifically for your concern, the VGA Display.
