depends who assembled the speakers as to wheather or not there is any fuse proetection installed.
The drivers are probably gone from the highs because of overloading power surge on the same circuit as the cash register,
the crossover is failed.
Cheap fix is replace crossover
expensive fix replace cones of speaker
Best long term protection is to split up the power loading on the stage and surge/spike guard power boards for staging equipment & have resettable fuses installed at the crossobvers or the respective speaker connections.

2.THEY BLOW FOR A REASON<

You could also use speakers rated less than 400 RMS provided you dont crank the volume knobs all the way up.
I think the CS400 is 200 Watts RMS per channel into 8 ohms
400 watts bridged
Here's the manual. You'll need acrobat to open it.

That 28V RMS means how many RMS volts max comes out of the speaker terminals.
As long as your speakers can handle a couple hundred watts , youre fine.

Indeed, sounds like a blown voice coil. Peavey Eurosys cabinets use Scorpion drivers, which have field-replaceable baskets. I assume the cabinet is a Eurosys 500XT? If so then you need a 15" replacement basket - part no. 15425 - about £75, but cheaper than replacing the entire speaker. Can purchase from http://www.neathmusic.com/products.aspx?stext=scorpion&action=search&mode=search&submit=GO.
