Missing Internet Explorer Favorites

In Internet Explorer 7, I can't get Favorites to save. I have tried the reset option under Tools. In the registry, no Favorites folder was listed, so I fixed that per directions on another web site. I still can't create favorites or quick links.
The system is clean of spyware and viruses.
Any ideas?

- I see favorites on the toolbar as an option. That's not the problem. When I go to add a favorite, it doesn't let me add the page as an favorite.
