To my understanding, (from googling the same problem, mind you) my capacitors got messed up. now i need to open the thing in order to replace them. there's several problems with this: 1) opening the monitor box 2) finding a shop in israel that sells 680, 470 and 220 capacitors. 3) figuring out what those numbers actually mean 4) figuring out where those things are sitting 5) removing old ones 6) attaching new ones that's my checklist of things to do aswell. so far i'm stuck on #1 of the list. this thing is apparently fortified, as i removed all screws that i found, managed to get a part of it to open and then my screwdriver broke...

The Proview 2200W is made by the same company that make the FPD1975w monitor for Gateway computers. The problem you are having is usually caused by bad capacitors on the power supply board just as you have stated. The problem is that model can have two different power supplies. One board is the PI-190DTLB and the other is the ILPI-021. These two boards use very different parts for the repair. You will need to open the unit and check the board before you order the parts. I just did this and the following worked for me.
1. Orient the monitor so the base is facing towards you and the top is facing away from your. Make sure the monitor is LCD up.
2. Grip the gray plastics just above the buttons and flex it up and towards you. You should be able to see the button control panel.
It should flex enough for you to rest the bezel and screw holes on top of the underside bezel. When doing this you have to wedge your finger tips between the LCD panel and the gray plastics to separate it. The trick is not to apply too much pressure to the LCD panel itself so you don't damage it. Almost all your pressure should be applied to the gray plastics as you lift "upwards" away from the LCD.
3. Once you have done this, you need to slide the bezel away from you towards the top of the monitor in order to release the side tabs and the top tabs. I found the best way to do this is to push upwards or away from you along the bottom left and right corners of the monitor and move upwards along the side of the monitor.
4. Once you have release the side latches the whole bezel should just slide upwards or away from you.
Note: When replacing the bezel you need to start from the top and insert the top tabs first. Then align the side tabs and last align the bottom button portion of the bezel.

You are right about the problem on the flourescent, but the issue is caused by the mosfet transistors. You need to use a flat screwdriver to pry the back of the display until you get this open. Start from the bottom side because some damage will be left on the plastic.

The trick is to do this all without cracking any of the small tabs inside. I used this method to remove the case to my Samsung monitor, too, so it may be useful for many different makes and models of monitor. Good luck :D

@predator: i double checked my question: i didn't mention it has no power, i said the screen is entirely white when it turns on. it does have power, but it's not using it correctly. google plames capacitors. to get to them, i need to open the screen and i can't seem to do that =[
