Cd changer is mainly a mechanical unit, most common problems are caused by gears and dirty lens.
Try disconnecting the cd changer power cable and connecting it back, if it reset the changer it will restart working normally, if not you have to replace or take out for repair the cd changer.

the cd player has encountered a fault which means check the unit for anything they might have gotten hung in it especially if it is in the glove box. Such as paper or plastic. You may have to have it opened and looked at usually you get E codes if it a laser failure a fault is more mechanical.

I bought a 2001 beetle and the factory stereo with the cd changer in the trunk has no power. I check all fuses in the panel and found no bad ones. Does anyone have any ideas?

I would start by checking all of the factory fuses there should be some in the fuse box, one in the back of the radio, and I believe there is one on the cd changer not sure about that one. When checking the fuses you should check for voltage on both sides of the fuse with a digital multi meter when the key is in the on positon. Also to get the radio out you will ned a set of european radio keys you should be able to get at an autoparts store for around 5-10 buck
