Question about Huffy 16 In. Girls Dora The Explorer Single Speed Bike
If the other side wheelnut is tighten mounted , Use on the other side to adjust a real cone wrench to fixate the pre-set cone without slack and mount the fixating small axle nut (but tight enough) against the pre-set cone. thats the problem because if this is not fixate it will allways become tight running after a few kilometers the rear wheel does not turn smoothly and your bearing can become damaged. rings and extra tight fixate of wheelnuts does not help without a cone wrench this problem cannot be solved. by wheels with coaster brake.

Try the bearings. Try a different wheel and rim. If its not the wheel then the crank bearings( ones the pedals are on) could be bad or the chain could be not set right.
