This sounds like the spa has been put in the Standard Economy mode. When your spa is in this mode almost nothing works as it is in a freeze protection mode. Change the operating mode back to standard and it should work just fine in the future.
Do you know what control pack you have? There are several ways to get your spa back to standard operation but each spa pack has a different set of codes to make the change from mode to mode.
Have you checked that the correct voltage is present at the board? If not it could a line in problem & GFCI breakers could be worn out. The power terminal on the board could be bad too. You didn't mention the age of the spa but some older tubs will power up if the Hi Limit sensor has failed. Or the board is dead.
There are a few alternatives; Have a trained tech inspect the spa. Replace the board Send the board in for diagnosis or repair? There are companies who diagnose and repair spa packs/ boards usually for the same price as a normal service call. Spa circuit board repair.
Hi, If it is doing nothing then you need to investigate this with an electrical meter and find out where the power is not going... The first place I would check is to see if you are getting power to the transformer...and then if 24v power is coming out of the transformer...
If this is happening the check the control module.. that is the next thing and is probably the bad part...
If you can find the points on the timer try sanding them down. If they were burnt and stuck the spa would have run continuous. When you pulled the timer you may have broken them free but a burn would have kept them from making contact. I hope this helps, if not you might try reversing the leads coming into the timer or wherever you unhooked it to take it out. good luck.
