Yes there is. the fuse should be located behind the vent grill on the right side above the control panel. there may be a metal "grate" covering the access to it

Cooktop Light/ Night Light
Replace the burned-out bulb with a 40-watt incandescent bulb (WB36X10003), available from your GE supplier.
1 To replace the bulb(s), first disconnect the power at the main fuse or circuit breaker panel or pull the plug. 2 Remove the screw from light cover and lower the cover. 3 Be sure the bulb(s) to be replaced are cool before removing. After breaking the adhesive seal, remove the bulb by gently turning. 4 Replace the screw. Connect electrical power to the oven.

There must be a short in the wiring between the bulb sockets and the power supply or control board. Otherwise the short may be in the bulb sockets themselves. I would test the connections to make sure the wires aren't loose and all solder joints are tight. If all wires look good, and bulb sockets are tight, then the problem may be faulty capacitor
Have you checked the fuse in the plug? Also there is an internal fuse that you have to remove the outer casing to get at. Please make sure the power is off and the plug is removed from wall socket before you start and do not power up until the casing is back on. Hope this helps.

The bulbs are glued in at the factory. Unplug the microwave and see if you can remove the base of the bulb from the socket with needle nose pliers. You may have to twist the heck out of the bulb base but it should come out. If you do need a new socket it is available at www.geappliances.com under parts and accessories. The control circuits for the cooktop lights and the hood fan are spearate. The problem is indeed with the control unit.
It's usually caused by either the filaments shorting when the lamp blows or by removing or installing the bulbs while the oven is still plugged into the power line.
