Get a ? when trying to boot up--

This indicates that it cannot find an Operating System or further more a drive to boot from with the OS on it. You can try Holding the Option/alt key down at bootup to see if it gives you any boot options. Here is a list of a few other scenarios you can attempt :
1. Insert the software that came with the machine, then restart the computer while holding the C key. (If you do not have the Install desk at least perform the Safe Boot in #2 below.) a. The computer should start up from the disc...then b. Choose Disk Utility from the Installer menu. (Important: Do not click Continue in the first screen of the Installer. If you do, you must restart from the disc again to access Disk Utility.) c. Click the First Aid tab.
d. Select your Mac Operating System volume.
e. Click Repair. Disk Utility should now check and repair the disk.
2. Then Safe Boot , (holding Shift key down at bootup), run Disk Utility in Applications>Utilities, then highlight your drive, click on Repair Permissions, reboot when it finishes.

Had a power failure in my area, my dell desktop was on at time. When I turned it back on I got blue screen which I know is not good. Decided to install new/bigger harddrive since I need to install windows...

Hi, you need to change your primary boot device, try pressing the F1 key during bootup, this will take you to the BIOS screen, from here you can change your primary boot device from HD to CD, save your changes, reboot, selecting boot from CD when it appears during bootup.
Hope this helps

is the hd formatted?
when the computer is booting, hit the f12 key. this gets you to the bootup sequence windows. highlight the cd/dvd drive as first startup. reboot w/the recovery disk in the drive. this should allow you to format the hd and then install th files on the recovery disk.

Windows file is corrupted and can not boot up computer

Hardrive is most likely faulty or your memory sticks are bad or not completely inserted. If you are able to turn on pc, press f2 or f8 as soon as it boots, then insert bios mode, change bootup settings for CD-ROM as first bootup device, then Hard Disc as second bootup device, then insert your windows installation disc or recovery cd, insert it, restart pc and run the disc to install windows.

The computer comes on but is frozen on Apple screen

I would try pressing f2 or f8 when first boots up, then change bios settings from first bootup device as cd rom drive, then hard disc as second drive, then place windows disc or recovery disc in pc, then reboot. and reinstall your software.

I didnt get a boot disc with my computer and would like to make a copy

On a new computer that didn't come with a reboot disk, they create a hidden partition on the hard drive to store this info. Provided that the hard drive has NEVER been re-formatted, it will still be there. Some manufatuers allow you to make a boot disk, others don't, in either case they do allow you to wipe your system and re-install their software at bootup. Hope this helps.
