If this was installed as ajpanese machine then you really can't change much at all. You go to control panel and simply set the language to english. That will change menus and so on but it won't change anything that is hard coded such as programs and most of windows. The big problem is that Japanese kanji script is not really compatible with English type languages. Japanese Chinese and other asian typed languages are the worst ones. Something like french or German is much easier to do and generally you get more stuff to switch language.
Basically it boils down to if you want to change it over you really will need to re-install windows using a English install disk. Not being able to read the language you wil lhave a real time getting to the control panel and the restore disk or partition is probably Japanese. I have tried this but always found it was easier to use the english disk instead now. You just never get enough switched over to make it worth the hours to switch everything that will switch. There is always a menu or program that will be in the original language.
There are language packs that can be optionally downloaded on windows update. But If your laptop is currently on japanese and dont know how to speak the language reinstalling your OS in english will be the best way to go.

depending on the type of phone you have you need to set it in the tools section as a modem and possibly download latest drivers in order for the computer to see it other wise is like you going to another country start talking English and they speak Japanese. No communication language barrier. same with pc and phone no drivers they cannot communicate but strongly suggest your settings on your phone
You can try first to go to your Control Panel and to REgional Settings and change your language to English. If that doesn't work you will need to resintall the Operating System and select "English". When you put the CD in you will be prompted to reinstall or repair. Depending on your OS, you can try repair and then you should go through the prompts to select English.
