If you are able to install Acrobat 7 properly, Launch Puvlisher, then you can goto File->Print
Selected PDF printer then click on print. You will get a save as box - > click on save. It will print to a PDF file.

Using adobe acrobat professional - copy a pdf picture and paste into a pdf.

You can't just do it. Acrobat is not a document creation program.
You can either convert the picture to a PDF file and then append or insert that file in an existing PDF or you can use other program, such as an word processor to create a page in which you include the image and then convert to PDF and append or insert that page in an existing PDF

TOC Page Numbers Don't Display in PDFed Document

Apparently Adobe doesn't consider importing pagination data from Word documents to be important enough to code Acrobat to find Microsoft's record of the page numbers and import them properly. I would suggest using Adobe Acrobat 7's page numbering feature, and simply number your pages appropriately, to match your table of contents.
