The needles do not rotate probably because the pinion is too much skating (chausse?). This is very common, and even more so in Russian gauges. You must locate it and adjust it. I do not know what caliber we are talking about. Another photo would help. Test to assemble or disassemble the spindle while it is in position to move needles. When we know more of the caliber we can advise you.

It probably isn't the second hand, but the sweep timer hand that is only used in Chronograph mode. If it is indeed the small second hand down at the bottom of the watch face, try pulling the crown, and moving the hands and then depress the crown again.

How to sync. an old Black Forest cuckoo clock.

Suppose the cuckoo is calling three and the time is showing eleven, then to synchronize, simply stop the clock till the time is the same as the bird (three) and restart the clock at that time.

If the error persisys, then pull off the hour hand, and replace it at the synchonized time.

This is a dual time watch and the minute hands are not in sync. How do I open the crown on this model to access the hands.

It honestly depends on the model. If the model is a dual movement model, there is usually a crown at the 3:00 and 9:00 positions on the case. You would want to:

1) Pull each crown out when the second hand is at 12:00, if there is no second hand, then the minute hand should be over the next 1-2 minutes for proper syncing.

2) go to: , select the proper time zone(s) that you would like to sync to.

3) Count down to the next minute time change, and simultaneously press in the crowns on both sides, engaging the hands to the movement.

Hands won't sync up

It sounds like the time zone may be incorrect; check your manual to see if this can be the case. Also, these devices may wait until some time between midnight and 3 AM to synchronize with the 'atomic' standard. Make sure you have the watch near a window as this may aid reception depending on where you live.

How do you use the rotating outer dial?

It is designed for scuba divers to keep track of dive times and oxygen levels.

They are more for looks now than for practical purposes, but you can still use then as a simple timer. What I sometimes do with mine, mark the current minute hand with the 12 o clock mark. Now, you can gauge at what time a certain number of minutes elapsed will be. For example, if I have 35 minutes in a parking meter, and the time is 10:20, I will mark my minute hand, and when the minute hand reaches 35 minutes on the dial, I know my time is up.
