Go to Start -> Control Panel -> Mouse -> and look for the settings under the tabs. your mouse driver might be the last tab and it should be in there

I accidentally disabled the driver from starting automatically when the computer boots. When I went to Mouse from control panel it asked me if I wanted to install the drivers, which I did. When I rebooted the scroll area worked again.

I have the same problem on a CF-37 Toughbook model.
The scroll on the touchpad doesn't work.
I have recently upgraded the original
windows 98se os system to windows xp pro sp3.
Now my scroll on the touchpad doesn't respond.
I think I lost a driver or corrupted a file during the upgrade.
Any info I would definitely appreciate.
