1-checked battery- it's good 2-checked wires to and from the battery and starter- no obvious issues 3-have removed and bench tested the starter- it's fine 4-replaced starter on the pretext that it may FUNCTION, but be TOO WEAK to work porperly (also checked new starter before I left the parts store)- still no go 5-have seen the P1648 code but no others 6-power to the starter (old and new) reads the same as the power at the battery terminals- 12.2 to 12.5 7-seriously considering T.N.T. as a valuable vehicle repair expense . . .
DOES THE VEHICLE MAKE ANY NOISE AT ALL WHEN THE KEY IS TURNED?, IF YOU GET A "CLICK" BUT NOTHING ELSE THEN THE STARTER IS JAMMED, GET A HAMMER & GIVE THE STARTER A FEW SOLID FIRM BUT NOT OVER ZEALOUS WHACKS, MAKE SURE THE BATTERY IS FULLY CHARGED & TURN THE KEY, IF ITS ANYTHING LIKE ALL THE CARS I'VE HAD OVER THE YEARS IT WILL MAGICALLY SPRING TO LIFE - IF IN DOUBT - GIVE IT A CLOUT!!

check the ground cable all the way from the battery to engine im betting its loose or not getting a good connection somewhere

I had this problem with 99 Durango and went to AutoBeef.com and learned that this problem notorious for 98 & 99 Durango. After reading all the entries I was encouraged to replace the PCM "Brain". The site also listed the name of an online company that sells brains for <300.00. It was so easy to fix -- I had my brother and son help me to remove 3 screws and replace the brain. The guys from the online company that sells computer brains told me how to do it (Florida Based company -- can't remember the name but you can google)
