Colume? Did you mean "steering column"? as in steering wheel? Usually turning the key in the ignition as you turn the steering wheel will unlock the steering column. This may take some considerable force depending on the way the car is resting (on a hill, against a curb, with sideways pressure on the wheels).

It is a security feature. There is a trip wire in the side panel on the wagon (interior), and in the trunk on the sedan. That will get it open. You will need to turn the ignition to the number 1 position and turn the radio on. It can take several hours, but the word code should come back on. When that happens, you will need to put the correct code in. If you don't have it, a Volvo dealer can give you the correct code from your VIN.
I had the same question when I got my 94' 850 Turbo wagon. I kept wondering where the fuel door release was. To my surprise there was not one, you simply must have the entire "CAR" (not just the drivers door) unlocked. Use the key FOB. After that, go to the fuel door outside the vehicle and push in on it to pop it open. Hopefully you have not run out of gas yet.
