Check your owner's manual, but most self-cleaning ovens should not be cleaned with chemicals. The finish can be permanently damaged. You might try running the oven through the self-cleaning cycle more than once. It will take some time. Make sure the room is ventilated properly since the cleaning cycle produces a lot of heat.
The heating during the self-clean cycle is controlled by temperature sensors, likely even two, so that the door locks once a lower temp. is reached and the second to allow the temp. to rise to the point of catalysation.
The sensors are not absolute nor immune to failure so the desired temperature may not be reached before the sensor and circuitry thinks it's hot enough.
The only real way to check this is via a probe inserted into the oven to monitor the level it reaches.
While I have the needed gear, this is not something everyone has at home and even appliance repair people don't have a frequent need for it.
Since your range is new and under warranty, it might be worth a call to GE customer service to report it so it is at least on record and they may offer to have it checked.
I wouldn't wait too long; GE is trying to sell the appliance division and the next owner may not have to honor warranties.
