Whenever you upgrade the BIOS on your notebook, a copy of the previous version is stored in the HP TOOLS partition of your hard disk drive. Many HP notebook computers have an emergency BIOS recovery feature that allows you to recover and install the last known good version of the BIOS from the hard drive, as long as the hard drive remains functional. This emergency recovery feature is separate from the BIOS and is designed to work in the event of a catastrophic BIOS failure.To recover an earlier version of the BIOS on your notebook:

1. Turn off the computer.
2. Plug the notebook into power using the power adapter.
3. Press and hold the Windows key and the B key down at the same time while the computer is off.
4. Still pressing those keys, press and hold down the Power button on the notebook for 3 seconds and then release the Power button and the keys. The screen remains blank for about 40 seconds before anything appears on the display. You might also hear beeping sounds. Eventually, an HP BIOS Update screen displays.NOTE:If the computer fails to display an HP BIOS Update screen, press and hold the Power button for 5 seconds to turn off the computer. Wait 5 seconds and try again. 5. When the BIOS has been recovered, a Continue Startup button displays and timer counts down. You can click Continue Startup to restart the computer or you can allow the timer to reach zero and the computer will restart automatically.Figure 2: HP BIOS Update screen
6. After restoring the BIOS, if the computer repeatedly displays a message that the BIOS has been reset, then perform the steps in HP BIOS Application Selected is Corrupt or Missing .
7. After restarting, Windows may display a message stating that the computer was improperly shut down or that a boot problem was detected. Read and respond to the screens to continue.

During the boot process you will see on the screen to press a certain key to enter setup
Press and hold that key during the boot up process to enter BIOS the scroll to advanced bios features press enter change your first boot device to floppy or usb drive,press escape then press f10 to save to cmos restart

might be a setting in your bios
as soon as you turn on you computer press delete f12 f10 f2 those are the most common to get into the bios and look for a setting that effect what shows up on booting up

Load the bios file to a USB stick an let the pc boot from it.

Download and install the latest BIOS from Support.dell.com. once the bios upgrade is done, shut down. unplug power, unhook battery. Reattach battery, reattach power, and restart, then press f2 to enter BIOS setup. look at the battery status. if it is not "Operating normally" or "charging", then you likely have a failing battery.

It depends on what bios the machine has, there are recovery procedures, atleast on laptop bioses. That when a set of keys is pressed it reads the bios image from a floppy or from a usb stick / cd and flashes the bios automatically.

Look online for Bios recovery (find out what bios you have, ami, phoenix, etc and then look for _____ bios recovery)

Id guess that your system has a phoenix bios , judging from the bios upgrades available from HP
