This is a fualty reciepter inside the drum. I have not got this game so i dont know how to open the drum head or underside. however i have expierienced problems like this before. Either something has come loose i.e receptor or a wire. Or the receptor i broken which will mena buying a new one . I suggest pening it up and very carefully without electrcuting yourself touch the receptor and see if it make the drum work.

Ok time to call you all idiots and ask the most basic question, did you buy this used? If so did you get the wireless receiver dongle with it? All GH or rock band guitars require a USB receiver dongle.
What drum kit are you using? If you are playing Rock Band 3, you may want to check the drum options to see if the Enable Hi-Hat option is selected and change it. This can cause problems with the pedal.
Also make sure you have the pedal plugged fully into the kit and that the rest of the pas on the kit are working.

Enter Game mode/ Training mode whatever mode USING THAT INSTRUMENT. I repeat DO not use the controller (the xbox360 controller) unless you want to use the microphone. It makes sense the microphone has no control hence by default if your'e using the controller the game THINKS you want to play with the microphone.
