I found an lg rumour with bell that is frozen, meaning someone reported it lost or stolen and it can't be used unless you get permission from the person that lost the phone. But if i contact the person they probably want there phone back is there anyway i can unfreeze the phone by myself or by hiring someone that can hack it.

The cell phone company may have disabled the phone so nobody can use this cell phone. Contact your cell phone company and tell them that it was reported stolen but you have found it (wasn't stolen) and can they remove then cell phone block.
phone reported stolen or lost? where did you get the phone and when? if it has been recently bought by you it could be black/gray listed? if not see your service provider they will sort it out, if that fails your aeriels at fault? (inside phone, tech help!), try network services on menu might help?
Your question is what if I found a phone that was reported lost...I would return it. That is why Verizon put's measures in place to block accounts from allowing people to activate phones that have been reported lost or stolen. Put yourself in the place of the person that rightfully purchased the phone and has either misplaced the phone or had it stolen. Would you want someone to return the phone or would you want them to try to work around the system to try to activate the phone that they already know is lost or stolen. By knowing the phone is lost and having the ability to return it and purposely not doing so, you are stealing the phone. Since Verizon has the MEID number on the back of the phone, they can return it to the rightful owner if you give it to them. If it were me, I would give it to Verizon and do the right thing.
yea give it back to the proper owner you ***. its frozen for a reason. they most likely had it frozen cause they paid good money for it and want it back. Why would you even think to do anything else with the phone. if it was yours I am sure you would want it back. I hope someone has just as much christmas cheer as you do and kicks your face in for no reason if you don't return i to the rightful owner
