PCI Express Error

You might try taking the battery completely out for about 60 seconds, and see if this does not reset whatever got hosed. Also, unplug any external devices (like wireless keyboard/mouse, SD card reader, ...) that may be trying to use the PCI buss, just in case something is hosed with them.

Toshiba Satelite M35X-S111 Beep codes on boot

You need to go into the BIOS (setup) and reset to factory defaults first. This should clear up the issue.

My Bios bettry become weak. I get it replaced with new one from my vender. now there is a password on it. Vender say that he also dontknow the password. So what to do, how to break it.

Depending on the make and model of your PC there maybe a way to reset the BIOS password to get rid of it. Systems do not normally come with passwords setup on the BIOS so someone had to have, perhaps accidentally, set a password up. It maybe that the feature was turned on by a password was never set. If you haven't already done so try and login with a blank password. If that doesn't work then please post another question and include the make and model number of your PC so that we can provide you with further assistance.

Dontknow how to turn on wireless radio for wifi

On the Inspiron 1200/1500/2200, if it has a wifi card in it, then you would press alt-F5 (if I remember rightly, been years since I had one) on the keyboard to toggle it between on and off. look for the (((.))) logo on one of the F keys.

I dontknow how to connect my labtop to the internet useing a phone line

You will need to connect to the internet service provider (ISP) - you will need to create (aka buy) a dial up account to do it. You also need a modem installed on your computer. You may also buy external USB modems for this purpose.
