Yes, you can replace just the bulb. Remove the light assembly and you can get to the bulbs on the back side.

I had the HARDEST time with the lights...I never realized changing a bulb would be so difficult. Once you unscrew what you need to, go into the trunk and pull the lining away from the back part of the light. There are the white prongs that you will need to tap with a hammer until they pop out and then the light assembly will come out. Be careful though, I got a little too impatient and broke mine. I used a binding agent to hold it back in place though...GOOD LUCK!

The assembly is all one piece. You'll have to replace the entire assembly. You could go to an automotive store and buy a lens repair kit. They sell the ones that are rolls of tape, or ones that are sheets of plastic. I believe the rolls are $5 and the sheets are $10. The sheets are much more durable and usually, just using the sheet won't require you to replace the assembly as it's got really good adhesive. The tape doesn't last and is only a temporary fix whereas the sheets are a permanent fix

I can't solve this problem, but have had the entire left tail light unit on a 2005 A6 replaced under warranty 5 times in 3 years. Once it was out of warranty, the dealer kept replacing bulbs and charging me $30 each, but it never solved the problem, even for a day (clearly looking to duck their lifetime guarantee on work they did).
