On the back of the controller there is a very tiny rest button.
Press and hold for 5 seconds.
Then reconnect to PS3. It should work.
This fix came from Sony Tech Support.

Try changing the USB cable. I bought 2 new DS3 controllers and both wouldn't work until I tried a different cable. Both would work when plugged in, but quit immediately after unplugging.

My PS3 wireless controller will not work. It is complete charged and I have also tried using it with the usb. My other controller works just fine so I know it is not the usb cable. I have not dropped...

While your PS3 is off try turning it on using he defective controller. If it does not turn it on then press the controllers reset button located on the back. Then plug it into your PS3 using a usb cable and then press the PS button on the controller. Re-syncing the controller to the console.
If the controller does turn on the console and no other buttons are working, then try contacting Sony with the problem. You may just have a defective controller.

Dual shock controller will not hold a charge or sync with my PS3

If it has Ni Cd batteries, You probably charged it to early. They have a "memory effect" which means if you charge it when it half dead, it will have less charge next time. You can buy new batteries, or go to Radio Shack and get them revived. OR:

Just remember: Buying batteries would be a better idea.
