If you are using Windows vista home basic or any lower version like windows XP, you need a decoder. Your options are
1: buy a decoder pack. (Search DVD Decoder pack on google or bing and you will get may options).
2. Download and install a DVD player software like cyberlink powerDVD, However once after getting everything to work, you may need to change from trial version to a full function version.

My cd-rom won't read the disk that i am putting in.

If you have a can of air, blow it softly into the cd-rom to make sure dust isn't causing the laser to act weird. Then try a couple of different cd's to be sure and if the problem still exists, then the cd-rom is bad and it will have to be replaced.
