This issue is actually caused by my cable box. Access the audio SETTINGS on Hand held Cable Remote, and turn on the HDMI and or "Digital Audio Out" option. found on 'more' settings list. This should fix the issue. I had assumed the Cable companeis 'Boot' would have installed this feature during its initialization.
could it be Ch 9's digital signal is not broadcasting right? what is your refresh rate on your tv? 60 or 120hz? if its 120hz, then its more then likely the digital broadcast, if its 60hz I think its your tv can't keep up with their signal that may be at 120hz. Make since??
This seems more like an interface problem then a board issue.
Which interface are you using Component Video, HDMI or , RF(F Connector)?
If you are using the RF (F Connector) there might be a problem in the tuner including the RF and IF sections on the circuit board.
If you are using HDMI there might be a problem in the HDMI Integrated Circuit
If you are using componente video the there might be a problem in the video circuits connected to the RCA jacks of the Component video input.
If I were you I would have the take the TV back to the shop and have these items checked out, because board swapping is not the proper thing to do.
I hope this helps,
You didn't mention whether you have any audio; details like that can influence the response.
If you have audio but no visible video, look at the screen from an angle for 10-20 seconds to see if any video is present.
If you do see some shifting shadows on the screen and have audio, the backlight or its power supply (inverter) has probably failed.
