To unlock the Motorola C168I from the Network Lock ,get the Unlock code from here Onlinegsmunlock and Unlock it...
Motorola C168i Unlocking Instructions Warning : Do not enter any wrong unlock codes on your Motorola C168i mobile phones. If you enter over a certain amount of wrong unlock codes on your Motorola C168i mobile phone, your phone may get hard locked and sometimes become unusable.
1 - Switch ON your Motorola C168i with a NOT ACCEPTED SIM Card,
2 - Phone will display "Enter Special Code",
3 - You can now enter the Unlock Code.

NOT ACCEPTED: We mean, to use a sim card from a network other than the network your Motorola C168i is locked to.

WARNING: If one of theses messages appear :

- "Contact Service Provider"
- "Tampert Alter"
- "Wait before enter special Code"
- "Contact Service'

It's because you or somebody already entered too many wrong codes, you just have to leave the Motorola C168i ON with the errors message and after 40 minutes to 2 hours the message "Enter Code Special" will appear again!

ur mobile keypad might got slight damage... since it got wet.... u can go to th authorised service centre for motorola an get ur keypad service.... so that ur prob get solved..... kindly rate me .... thank you....

to see if there is a center number well it kinda depens on what fone u have go in the menu and go under messagin setting and it shud say txt messaging and then senter address there shud be on there but idk what kinda fone u have so it mite not worke for u so :( srry

try
pressing menu key
go to messages
press the button inbetween the soft keys up top
scroll to message setup
then go to where it says "Use GPRS" and change it to no
It worked for me.

Reseting your phone solves most problems on this phone.

go to settings ---> call barring ---> then click on Data calls ----> cancel .

this should enable sms send and recieve.

most of the problem like this is from the cell provider or line provider ask them to activate the outgiong text.... Probably you need to bring your cellphone to them to test the result of activating the text outgoing.... Hope this will help you alot,,...

try to master clear and master reset your phone..
