The repair price is certainly fair, but it's arguably foolish to go ahead.

Your camera is now about six years old and is only a basic four megapixel model. Given that very few digital cameras (including expensive SLR's ) last longer than that you'd have wonder what would fail next.

For far less than the cost of repair, you can buy a brand new replacement with a one year manufacturer's warranty and with a vastly superior specification. For not much more, you can buy models which are in a different galaxy to the current model.

Much as I hate to say so, the decision is a complete no-brainer...

Yes, you will need an updated driver for the camera to operate it on a Windows 7 system. Unfortunately, Casio does not list a Windows 7 driver for the EX-Z40. At this point your only recourse to to email Casio via the link below or call them at 1-800-435-77332.

Casio exilim ex-z40 camera lens will not close and on/off button


Try blow compressed air around the lens, this might help if something stuck in the lens causing it not to retract. you can also try other suggestions from the link below. it's not for the same camera but it might help.

Casio exilim ex-z40 camera lens will not close


Looks like the servo for the lens assembly is not functioning.Try pushing down the lens gently until is completly recessed and power the camera on after that.
