Dishwasher panel fuse trips right after water fills. Spayarm has notturned

two possibilities: open door when in use. check if water is coming out of the spray arms. if it is and at a good rate, then the problem may be the spray arm jets blocked. the spray arms are only rotated by water coming out of the angled jets at their end or is the main circulating pump running ok?

Could be a a couple different issues.. Not filling with enough water or food chopper broke or food chopper filter screen clogged.
Check water level:
Run the DW and wait for the main wash to start (water will fill. pause then complete fill) The water should be no more than 1/4 inch below the heating element. If not there..replace water inlet valve.
Inspect food chopper:
1. Remove lower spray arm and rear water supply tube to upper spray arm.
2. Remove torx screws that secure the sump cover.
3. Remove primary filter
4. Remove food chopper cover to expose the chopper assembly. Inspect for breakage or blockage.

Inspect the door gasket. As it ages, the gasket can crack or become hard, preventing it from sealing completely.

If the gasket appears solid, adjust the door latch so the door seals tightly. Loosen the screw that holds the door latch to the cabinet. Push the latch in slightly and retighten the screw. Test the door and readjust the latch if necessary.

Replace the gasket if water continues to leak after you've tightened the latch. Most gaskets are held by compression in a groove on the door or on the dishwasher cabinet.

Pull the old gasket out of its groove, using adjustable pliers (see illustration). Take the gasket to an appliance store to get a replacement.

Soak the new gasket in warm water to soften it, then press it into the groove. Start at the top, then work your way down the sides and across the bottom.

The most likely culprit in a "no fill" scenario (especially after you've replaced the valve) is the Overflow preventer. It's designed to kill power to the valve if the water level gets too high. It does this by floating up as the water level rises.
Open the dishwasher door and remove the lower rack. You'll see it in the tub on the left side (the round thing that looks like a little hat). If it's stuck in the up (overflow) position, you won't get water. Raise and lower this device a few times... you should hear the "click click click" of the kill switch. Now just make sure it's in full down (ready for water) position and fire up the dishwasher. You should get water now.

On our stainless tub kenmore elite diswasher model # 66515912001 (665.15912001), we removed the lower spray arm by turning the nut (try clockwise and counter clockwise) and lifting it off the lower unit.
Then, we turned the attached water port (that feeds the upper arm) to the right. It felt like it was going to break, but didn't !!!
Next, we removed the lower starfish looking thing on which the screen is attached by four torx head screws. Here we found much hardened yellow "stuff" that came off with hot water, a knife and shop vac. By my estimate, the screen was 60% blocked.
We also removed the upper tray so as to remove the upper arm. Banged it against the sink a few times to loosen the same caked on yellow "stuff" from inside it. Here we noticed many of the water outlet holes were completly clogged.
We also replaced our heating element because it was clearly flaking away. This required the dishwasher to have it's power shut off, water supply disconnected and pulled out. In the end, very easy to replace if you're mechanically inclined (I am very).
After a test run, my wife said: "haven't seen water dripping from the top tray in years..."
Total time investment for the above was about 3 - 4 hours.
