I get "plugged in not charging" main on the battery state icon and the mains LED remains green even when the battery is nearly flat. If I remove the battery then re-insert everything returns to normal ie say 10% available (plugged in charging) mains input indicator turns amber whilst charging then turns green when battery is fully charged. But battery refuses to charge again until the battery is removed and re-inserted in the laptop.

Had the same problem with My Compaq M700 No Boot Or Post. Battery Light Flashes 8 Times, Have to Wait 24 to 48 hrs sometimes longer to get Laptop to Start. Tryed the DC Converter Board Change No Difference same Problem. Noticed When Laptop Did Start Clock Time Was always a Little Off 2-4 Hours sometimes more. So Figure CMOS Problem With Time Issues. Read About Battery Memory Transitor Voltage spike Detection Issues Corrected With Newer Bios Flash at HP Supports. So I Flashed Bios With Latest 686h. During the First Boot After Reflash Battery LED Did flash No Start, After pushing the power button again it Started. And has Every since. So Far Laptop Now Boots Everytime and CMOS Checksum Seems To Keep Time Correct In Windows. The Bios Flash Corrects a Voltage Spike Detecting Transistor In The Charging Circuit. During First Start after flash Bios will run system test on the charging system and Correct CMOS. Worked for Me Hope this Helps a Few.

This was acers response:
Dear customer,
Recently it was identified that a small number customers were experiencing a problem with the battery where it would not hold a reasonable amount of charge. We have released an update that should be applied to your computer to resolve this issue. THey also sent me a word doc with the process and a zip file with the BIOS update. I can not upload the up on these forums but if you go to acer they should respond within 1 hr. I sent my request at 1700hrs on a Sturday afternoon and got a response within 40 mins.

6. Click on the BIOS tab below
I know it is a lot. But I hope it helps
BIOS revision 3309 (and later) has a fix for battery charging particularly the 6-cell batteries, however if you have the latest BIOS and your battery still isn't charging a good solution is to power down the computer, remove the battery and unplug the AC power cable then push and hold the power button for a whole 2 minutes (nothing will happen, we're trying to completely drain all residual voltage from the mainboard to reset it), then release the power button, install the battery and power up the computer, it should now recognize the battery and begin a normal charge cycle.
I have read other posts that claim to hold the power button in for 1 minute which I tried and it did not work, you must hold it in for the whole 2 minutes. (which is probably what you were advised to do,as you mentioned.I just like to cover all the bases,)
Testimonial: "So helpful, thanks will try this first- saw other posting bout 'BIO', Acer said hold for 30 secs- then post back under warranty- not keen"

First, you need to make sure your power adapter is providing enough
power to both run the laptop & charge the battery. A very good way
to do this is to compare your laptop voltage & ampere requirements
(written on a sticker on the bottom of the laptop) with the voltage
& ampere ratings of the power adapter. Voltages should be the same,
or the power adapter's voltage about up to 0.5 volts more than the
laptop's voltage rating. Amperage of the power adapter should be at
least equal to or greater than the laptop's rating. It should never be
less than the laptop's rating, or else the power adapter will be
providing insufficient amperes to charge the battery. Of course, the
power adapter's nominal amperage might be ok, but it degraded on usage.
You can verify this by testing using a good or new power adapter.
If
the battery did not charge using the new power adapter, take the battery
off the laptop, & using a dry tooth brush, scrub in between the
fins of the battery connector on the motherboard & on the battery it
self, then put the battery back into the laptop & try again.
If
this still did not resolve the problem, then the battery itself could be
bad. Try it on another laptop, or try a good or new battery in your
laptop.
If this did not work, there might be a possibility that the
charging circuitry on the laptop's motherboard is defective & needs
servicing. In order to do this, the laptop needs to be disassembled
& the motherboard checked for defective/burned out components in the
area near the DC jack. Any defective/burned out components found should
be replaced, or you might need to replace the laptop's motherboard
altogether.
