Power supply

Measuring the voltages of a PC power supply is not a job for your basic DIY'er, and needs specialist equipment.
I would try swapping out the PSU with another known good unit

My At 4040 just stopped working, no sound ?

Use a volt meter to measure the phantom power. Measure DC voltage between pins 2 and 1 and then between 3 and 1. They should measure the same and be between 12-48 volts dc.

Son wants to buy CAD GXL2200sp studio microphone package and wants to plug into laptop. Will that work?

for purposes of recording quality, I would recomend getting and external sound card. M-audio make a good range. You would need to have a +48v phantom power supply for this unit to work. The sound card you buy should have this. A Pc or laptop won't

Have a e machine fan runs but connect monitor to another computer it works. smell a burning smell when turn on pc. Got it to come up once by unplug power hold on button 45 seconds plug in and turn on came...

The smell is the Power Supply.

Typical example of a Power Supply not installed in a desktop computer,

This is not an example of a direct replacement Power Supply for your computer. I would need to know the Model Number of your eMachines to give exact information ]

Bad Power Supply. Weak voltage power rail. (Or rails. There are three main voltage power rails for a Power Supply used in an eMachines desktop computer)

Enough power to light LED lights, and apparently spin fans, but Not enough to turn the Processor on.

Watts = Voltage times Amperage.
One measurement used for measuring the maximum available power output, of a desktop Power Supply, (SMPS. Switched-Mode Power Supply), is to state the Maximum Wattage available.

Typical maximum Wattage available for a typical eMachines Power Supply, usually averages from 150 to 300Watts.

1) ALL of the LED lights on at one time, will use less than 1 Watt of power.

2) EACH fan uses 2 to 3 Watts of power.

3) A typical Processor can use 51 to 125 Watts of power.
Depends on what Processor it is.

(Note* Intel Pentium II processors use less than 51 Watts)

Solution is to replace the Power Supply.
This isn't as hard as it 'sounds', if you have never performed this procedure before.
I know you can do it.

If you need guidance in replacing the Power Supply in a step by step for your eMachines, please post in a Comment. (Believe upper right of your page)

Should you also desire recommendations to compare for a Power Supply, I would be happy to provide them.

250W, PFC, 3.3v 20+4,1W stopped working. Only 1 small green light on motherboard is fans, monitor or drives working

This sounds like a power supply problem. There are separate voltages for the fan and cpu, so one of the voltages can still be bad, not allowing your cpu to power up right. You can take a molex connector and measure the output voltages with a voltmeter...the black wires are grounds, and you should measure 12 volts on the red lead, and 5 volts on the yellow lead, or thereabouts. Also, some power supplies detect a bad output, and shut down that output in case of a short, etc. Best thing to try first is the power supply. You can get a refurbished one at this site:
Also, used computer stores usually have at a more affordable price, than $55 for a new one. If this doesn't fix your problem, make sure your cmos battery is good (they measure aound 3 volts). Other than those things, of course, there could be some other problem, but power supplies tend to go bad over time, and I've even seen brand new ones that were faulty. Good luck, hope this helps.

If you have a multi-meter you can test the leads for +- 5% steady voltage at 12v and 5v. Google the ATX power supply standard for the list of what each wire does. Also there is some software that you might be able to run if your machine is still operational. Short of that you can order a device that connects to your power supply and reports problems with the voltages.
Here is a good tutorial on checking the voltages manually with a multimeter.

The software I use is Speed Fan (look it up in google) but with some motherboards it can be up to 30% off. If you decide to use it, check for variation in the voltage as that is what is causing the lockups. So even if speedfan is reporting a voltage 30% lower than it really is, the votage should stay steady.
