On the metal box where the two cables from the color wheel plugged look for a tiny rectangular opening in the metal shield---there is a tiny jumper plug there, remove it carefully with a tiny pair of needle nose pliers.

Color wheel would be cause of hum noise and distorted picture on screen. Please note that color wheel is not user level repair and requires expertise because it is located in light engine, the most sensitive and expensive part of dlp tv. If you are good with electronics stuff fix then have service manual copy in hand to start inspecting color wheel.
sounds like a the color wheel blown. Call a local tv repair shop. Some Samsung models carry two different color wheels for same model depending on chassis version which can be seen only when the back is removed.
This does sound like a color wheel. To my knowlege, Toshiba does not sell the Color Wheel seporately. In short, you have to replace the Opical Block. The cost of this is very exspensive and Toshiba may not sell it to you. You may have to go through a Toshiba Service facility to obtain it. Check prices of new LCD sets before investing the money.
