1. It may be stuck in standby mode. Try holding the power button in for a few minutes. See if the light stops blinking. If it does, try powering on again.
2. Unplug the power cord from the back of your computer for about a minute. Plug it back in and turn on the PC.
3. If these steps do not correct the problem, test the power supply with a power supply tester, or swap it with another one. If you do this, make sure you obtain a power supply that is rated with at least as much wattage as the one you're replacing.
This can also be an issue with other hardware components - but in the majority of the cases I see on a weekly basis, the above solutions fix the problem.
