Its probably due to your software firewall. https://support.hp.com/us-en/document/c01806655 the link here is for the same error and shows steps to diagnose the issue and to try the scanner webpage. These days any network attached device(like your scanner) has an IP address and will present a webpage with Menus to you if you type in the IP address into a web browser. you just need to know the IP of the scanner/printer. you find that out by printing its network status sheet. you do that by holding in buttons and turning the printer on whilst holding in the right buttons until a sheet is printed. anyway have a look at the link. and check/change your firewall settings to unblock the scanner application.

SOURCE: Hp Photosmart C7100 All in

Do a power drain. This is done by pulling out the power cable and then holding the on/off button for a minute, then putting the power cable back in (this didn't work).

Then we did a master reset. Unplug the printer, then pressing the help and ok buttons simultaneously plug it back in. This sorted it. :)

For me it works!!

SOURCE: We have a HP Photosmart

If possible, find the software disk that came with the printer, and reinstall. One of the options should be to scan from the scanner to the computer. Just make sure that option is selected on re-install, and that the necessary communication cables for that option are installed.

HP Photosmart C7100 - only 10% of page printer

If your printer does not print the entire page, it is probably because the print head is clogged. Try going to print preferences and locate "maintenance". Find the "clean print head" option and click on it. Follow the instructions. You might have to do it several times, and that will use a lot of your ink, but it might do the trick!
As for the "printer can't get calibrate", that is refers to your print head. That has nothing to do with your cartridges, as they are just tanks with ink in it. Check this link, might help:
