THE ANSWER. Yes, Publishers Clearing House does mail out letters with activation codes. The postcards contain codes to enter sweepstakes, not to collect money you've already won. Oct 5, 2022
This is not how they contact winners unless they have changed something this year. This is more likely a scam. If you won something from PCH they have your contact information and will contact you directly through a phone call or a letter through the postal service for record keeping purposes.
