Sounds like an electrical switch problem. Consult a service center or trade up to a secondhand AE-1 w/ winder or Canon G-10 digital camera.

Camera beeps and won't advance film

Scott, Not too hard, but give it a sharp rap on a counter top, this will some time free up stuck mechanisms in cameras.

Film rewinds when loaded

Align film leader at mark, then close the camera back for prewind loading. Film rewinds as each shot is exposed. Built-in motor for automatic winding/rewinding. Film advance: Automatic. Single-frame and continuous (1 fps). Automatically rewinds film leader into cartridge when designated number of frames have been exposed (midroll rewind available).

Open door in the dark room.
See if it's already rewinded, but could be a stuck counter

Rewind stuck on reverse

Hi Luce n Steve, To quote JC at Photo.Net: "sometimes the rewind function "gets stuck" if the camera thinks a previous rewind did not complete successfully. The solution is to reset it by forcing a rewind operation. Just press the two rewind buttons simultaneously: on the left side of the lens and just behind the shutter release. (They are marked and the manual explains how to force a rewind.) I did exactly this, and my next roll of film loaded without problems." Hope that help you folks.

My Canon AE-1 Program will not rewind. I shot the whole roll, rewound a little, and then accidentally opened the back cover. The counter reset to S, and the rewind crank just unscrews when I try to...

I think you have already ruined the film except the frames that are rewind back to the film cartridge.
You can take the film out from the camera, push in the rewind button at the bottom, pull out the film from the film take up reel.
On the film cartridge, turn on the long tube in the middle clockwise to wind all the film back into the cartridge.
If you had the back opened briefly, do manual film rewinding in the dark room.

Film rolls back automaticaly

The camera shouldn't be doing this, assuming you're using 36 exposure (or 24 exposure) film. You may want to set a custom function to prevent automatic rewind -- you would have to rewind the film yourself by pressing the rewind button.

To do this:
1. Under the palm grip, press the 'CF' (custom function) button.
2. Use the main dial to select 'F1' in the LCD. It should show a '0' below the 'F1'.
3. Press the 'CF' button to change the '0' to a '1'.
4. Press the shutter button half way to save the change and exit the custom function setting mode.

If you want to stop the rewind with the film leader still exposed (film doesn't rewind entirely into the cannister), use the same steps but set custom function 'F2' to a value of '1'.

Canon AE-1 won't rewind film without tearing it up.

misstigeress,
is the film being ripped along the sprocket holes? if so, the rewind button is not unlocking the drive sprocket. with film removed open the film door and push the rewind button in, the drive sprocket should turn freely. now charge the shutter with the advance lever. the rewind button should pop out and the drive sprocket should not turn freely.
if the sprocket did not turn freely with button pushed in, the camera needs repaired. there are no new parts for this model canon so any parts needed will be good used.

ERR sign keeps blinking in the lcd

First check the batteries. Are they fully charged? If you still have the same problem, try this:

Is the film (that which did not rewind fully) still in the camera? If so, open the film chamber door once in a dark room and close it again. Try to rewind the film again. This could possibly be the result of the film getting stuck somewhere, preventing the camera from rewinding it.
