in some motherboard when you change the c mos jumper the motherboard doesn't switch on change the pin to 1 and 2 normally which is c mos normal and 2 and 3 is to clear c mos you will see marking of all the jumpers in the motherboard set the pin correct to normal and also remove the power connector from the motherboard and short the green and the black wire and see whether the smps works if not working change them
If your board is the one in this manual, the pins are located very close to the CMOS battery. Page 21 in that manual shows the diagram. Power LED is the top two left pins. Hard disc LED is the bottom two left pins. Power switch is the top two right pins. Reset switch is pins 3-4 on the bottom row. Pin 5 on the bottom is not used.
First off all download the manual

There are 3 versions of this motherboard; 1.0, 2.0 & 3.3, but the layout is identical.
The general layout is shown in pins.jpg. For the power led, the white wire goes to the (-) terminal either pin 2 or 3, both are MPD- while the green goes to the ( ) or pin 1 (MPD ) as shown in powerled.jpg
HDDpins.jpg shows the connection of HDD led, the white goes to pin 3 or HD- while the red goes to pin 1 or the HDD .
