I have a GE 25860GE3-a phone with two handsets, But only one hand set works period, the other will ring but when you go to pick up it beeps and says unavailable, the other handset will work, but it tends to go back and forth between the two hand sets as to what one will work its annoying not be able to answer a certain hand set all the time
I have the same problem, I have the same model and sometimes I have to put the 2nd Handset on the main base and let the main base "rocognize it" before I can use it. That usually fixes the problem for me.

Is the ring volume turned up? Turn the ring volume up by attaching and plugging in the cord for the answering machine. Next leave the handset on the phone and press the up volume button with the plus(+) sign next to it.
Picking up the handset while pressing the up or down volume button will increase the voice volume.
The answering machine does not have to be on for this to work.
Most likely if you remove the back of the handset case you will find inside the handset near the hole in the back of the handset some corrosion or rust on the circuit board from water getting inside the handset.
assuming all the settings are correct, and sometimes there's a tiny switch on the handset for ringer, that has to be on, try the 'page' feature [the button on the base to make the handset ring to find it] - if that doesn't work, there's a very good chance the ringer itself is bad. i've seen that many times.
just hit the "int" button in the middle of the handset (above the number 2) and the display should read "Paging Extension?" so then you type in the handset of the other phone. For example, my base station is downstairs (Ext 1) and my other phone is upstairs. I pick up the upstairs phone hit "int", then "1" and the phone downstairs will ring. I believe they are, by default, set to "1" and "2".
How to get the caller ID to work on the additional GE DECT phone handsets. You must follow these steps in the exact order :
#1 - unplug the base phone
#2 - unplug the telephone line from the base phone
#3 - remove the battery packs from the phones
#4 - wait 10 minutes. reverse the order when assembling. Put battery packs in phones, put the telephone line back in the base phone and lastly plug all phones back in.
It takes about another 10 minutes after that before all phone handsets start recognizing caller ID.
