Bill, if the water valve is weeping into the drum when it's not running you need to replace the water valve. This is a easy fix. You need to remove the cabinet to get at the valve. This is done by flipping the consol up, unplugging the lid switch and removing the 2 snap springs holding the cab to the back panel. If you do a search on this site you can find detailed instructions on how to remove the cab. Tenbears.

probably has a pin hole leak where it has been rubbing the tub. Does the tub have a seal at the top of it where it meets the top. Could be the seal is going bad.

Your water inlet valve is probably leaking by. If the water pressure is too, or if there is sediment build inside the valve, sometimes the solenoids will not close properly. Try cleaning the valve to see if this helps. If not, I would recommend replacing it. Depending on which valve you have, repairclinic.com has two listed for this model washer for $20 to $30.
